The funds are withdrawn from the buyer’s bank account or the balance in the card. Technological advancement has introduced a debit card to be used over the internet. This mode of payment has gained popularity in many countries because it is flexible and usually reduces the expenses that arise when a person operates cash funds outside the general account. This system was introduced to meet the demands of consumers who needed a safe and secure way of accessing their account anytime and at any place (Kobliner, 2009). In US the department of Treasury Financial Management Services (FMS) for federal agencies runs the debit card program allowing individuals to make nonrecurring and miscellaneous payment. This department also offers federal agents access to money when on official duty because it provides centralized payment services to the federal agency as it operates the collection and deposit systems of the federal government. Moreover, the use of the debit card is deemed to reduce the workload of accountants, auditors, staff members, drivers of indirect cost and enterprise resource planning (ERP) integration. Apart from this the debit card program offers management of various other programs such as benefits/ pension, disaster relief and travel expenses among others (Evans Schmalensee, 2005). Furthermore, the US debit card program emanates strict management control guided by powerful reporting mechanisms thereby ensuring ease in fund distribution. The reporting mechanisms are categorized into two; from the primary research sources for example conduction of interviews on financial analysts, consultants of the field, marketers and public relations officers. The other reporting mechanism is from secondary research sources which includes gathering data from the company reports of relevant trade businesses, consumer demographics from research bureaus and from government sources (Evans Schmalensee, 2005). The use of debit card in US has gained popularity that it overshadows the use of the credit card which was launched earlier. Statistics show that today more than 8 billion US citizens owns and uses a debit card in comparison to about 274 debit card holders in the year 1990 (Walden Peg, 2007). In the year 2008 about USD 206 billion dollars were received from debit card transaction in comparison to USD203 billion dollars received from credit card transactions in the same year (Walden Peg, 2007). This can be based on the fact that there are two types of debit cards which include the single deposit debit cards and multiple deposit debit cards. Single deposit cards are usually used to pay card holders incentives, bonuses, one-time stipend among other services while the multiple deposit debit card is usually designed to make payment to debt card holders for emergencies, payroll and recurring payments among others (Walden Peg, 2007). The use of debit cards has been credited as a secure means of transaction as it eliminates chances of fraudulent acts because of the imposed personal identification number (PIN) which is issued to the card holder once they become legal debit card holders. A card reader which is a small hand device that works independently from the computer is used to read the chip on the credit card which contains the eight digits pass code of the pin (the digits were increased from four to eight to increase security measures). This fact makes it difficult for fraudsters to get access to the PIN and thus reduces the overall number of debit card theft cases (Kobliner, 2009). The debit card programs offers an accurate and simplified reconciliation system because transactions are satisfied at the till as they are directly connected to the bank accounts of card holders. This is because the point of sale (POS) system offers reports that can be directly counter checked with reports created by the bank concerning the activities of the card holder’s bank account. The use of debit card programs also ensures that opening up of individual accounts is rapid and results to a low risk start up for bulk. This program also ensures immediate distribution of the debit cards because the issuance process is instant. Debit card holders have the freedom of accessing their accounts at anytime and from any place because the services offered by the debit card program run for twenty four hours, are available online and offers a real time funding system. The debit cards can also be used at any ATM points and by merchants such as online casinos among other vendors worldwide. While using debit cards transactions are done rapidly thus reducing the long queues that are witnessed in shopping parlors and other transacting sites. Debit card holders are therefore, comfortable and satisfied by the services extended by the debit card programs because of their convenience and the ability of fulfilling their demands (Kobliner, 2009). However, debit card issuers that is, the financial institutions are faced with a major marketing problem on their earnings and spending because they earn less profit when their customers use debit cards than when they use credit cards. This is because the finance charges, late fees and annual fees charged on credit card holders are not charged on debit card holders. Thus in contrast to the benefit and convenience consumers and merchants enjoy, debit card issuers struggle to increase the profit margins of their businesses. To overcome this drawback debit card issuers have implemented financial fee charges used to help the institution cater for expenses incurred when formulating and implementing reward programs tied to debt cards to attract more customers especially because the use of debit cards for financial transactions is growing rapidly. This initiative has created tension between the banks and merchants because of the fee that the financial institutions charge when accepting the use of the plastic cards in place of money. Merchants are complaining that the financial institutions have increased the amount of the fees that they charge on the use of debit cards while on the other hand they offer little reward benefits when they lower the amount of the fee they charge (Mann, 2006). Despite this hitches debit card issuers are still encouraged to continue supporting this technology as they have been able to survive and even earn profit during the 2009 economic recession that has had a standstill effects on many transaction and business activities (Kobliner, 2009). Therefore, from the above facts it is quite clear that US as a country will greatly benefit from the implementation of debit card programs because of increased levels of income generation. Trouble in Danto’s Artworld Danto’s theory of artistic identification accepts a problematic class of artwork as art: art made entirely of space. Consider the avant-garde artist who claims an unoccupied space in the Museum of Modern Art and calls it â€Å"Missing Van Gogh;† it can be shown by Danto’s â€Å"is† of artistic identification that her work is art. It not only fulfills Danto’s requirements, but also, it distinguishes itself as revolutionary by expanding the style matrix, and as clever, by belonging to the once-problematic category of artwork called ‘indiscernibles.’ However, it can be shown that â€Å"Missing Van Gogh’s† lack of spatial and temporal boundaries adds infinite predicates to the style matrix and thus reveals a flaw in Danto’s theory. Danto’s theory of artistic identification requires only that the sentence â€Å"x is P,† where x is a given work and P a predicate functioning as an interpretation of that work, apply to a member of what he calls the ‘Artworld.’ He calls the word ‘is’ between x and the P in the sentence the ‘â€Å"is† of artistic interpretation,’ and any work indicated by this ‘is’ is art. For instance, we may say â€Å"the Eroica Symphony is profound.† By Danto’s definition, the fact that this artistic interpretation of the work is possible is sufficient to show that it is a work of art. Danto also posits a style matrix consisting of all the variant combinations of art-relevant predicates in today’s Artworld. This matrix serves as a context in which all artworks can be discussed, and is open to the addition of predicates as artists make innovative breakthroughs. The revolutionary beauty of Danto’s theory lies in its openness and simplicity; it is able to embrace new artistic developments because it refuses to identify specific properties as indicative of artwork status. It is more accepting than theories which name properties, such as the family resemblance theory, which rejects the first of every new class of artwork, or even Gaut’s cluster theory, which demands some consistency.[1] Yet, this radical openness of Danto’s theory demands scrutiny; if there is an artwork which Danto’s theory accepts on account of its openness, but which it ought not to, then Danto’s theory is flawed.

Why did Stalin rather than Trotsky emerge as the leader of the USSR in 1929? A power struggle for control of the Bolshevik party began after Vladimir Lenin's death in 1924. Among the several contenders, two of the most important names in this struggle were Leon Trotsky and Joseph Stalin. Ultimately, Stalin was able to secure power and vote out Trotsky. In the following essay I will discuss the reasons why Stalin rather than Trotsky emerged as the leader of the USSR in 1929. First of all, Stalin was lucky. Trotsky remained ill for most of the power struggle and Lenin died at an opportune time. Indeed, had Lenin lived, Stalin would probably have been sent to the provinces to work for the party. Dzerzhinsky, the head of the Cheka and political adversary to Stalin, also died fortuitously in 1926. His death facilitated the infiltration of Stalin?s supporters into the political police which Stalin eventually used against his opponents. It was also fortunate for Stalin that Lenin?s testament was not publicized. If Lenin?s negative views on Stalin succeeding him had been aired, there would have been no possibility for Stalin?s victory. Another reason for Stalin?s victory was his influence over the party machine through his key positions in the Politburo and Orgburo and as General Secretary. This power allowed Stalin to appoint his supporters to key positions in the party. He also controlled the membership of the party by admitting members likely to support him and expelling those members likely to support Trotsky. Stalin?s control of appointments and membership also made him a valuable ally to other contenders who needed his ability to deliver votes in the congresses. Stalin was also politically skillful and cunning. In the Politburo, when matters of high policy were being discussed, Stalin never imposed his views on his colleagues. He carefully followed the course of the debate and invariably voted with the majority. To the party audiences he appeared devoid of personal grudge and rancour and even seemed to be a detached Leninist, a guardian of the doctrine who criticized others only for the sake of the cause. Stalin always adopted policies that were broadly approved by the majority of the Communist party. Hence, using his political dexterity, he maintained a good reputation within the party. Stalin also made full use of Lenin?s funeral to advance his position. He tricked Trotsky into not attending the funeral by letting him know that he would never make it on time (of course this was not true).

Let’s take a look at an example of a new crime starting up. People who are driving and texting is now becoming a crime. This may seem like something minor, but it can lead to something horrible, like the cause to a fatal accident. The driver who was busy texting his buddy that he was on the way to the bar could of caused him to get to close to another car and crash into it, causing vehicle damages and even death. With technology advancing, crime has gone up with it as well. Now people commit crime online by stealing credit card numbers and even a person’s identity. Our law enforcement agencies now have to stay on top of things in today’s world, because if they don’t, the bad guys will win. Our law enforcement agencies are made up of local, state, and federal. They interact with the U. S. Department of Homeland Security to ensure success with enforcing the law and keeping communities safe. They might not have the best relationship but there can be ways to improve that. Many people do not really understand the importance of law enforcement until they desperately need them to help in their time of need. Some of the things that we do not understand are that the law enforcement officers face many challenges in today’s society. Our officers have to go through much training to be where they are at today. They have witnessed horrible crimes that could possibly leave them traumatized for life. Aside from that, they face issues of racial profiling, extreme dangers during work hours, and learning how to deal with stress and facing a multicultural society. These officers have to suppress their emotions from what they face every day. They might even have to keep their business private from family members or they could face some type of judgment. People already act different toward any police officer. In some people’s eyes, the police are the bad guys. It is understandable because there have been many corrupt police officers that make it hard for the good guys. Some people feel that if the officer is a certain race, the officer will be for their own race and against theirs. For instance, a black police officer may be judged on his skin color and the citizens might feel that officer is protecting the black criminals. We have many law enforcement agencies with good people who are doing their best to serve and protect the people. The local law enforcement consists of different agencies, like the city police department, county sheriff’s office, transit authority police, school district police, and university police. Those are just a few. The state enforcement agencies consist of the attorney general, highway patrols, and department of criminal justice and there are more. The federal law enforcement agencies consist of the U. S. Department of Homeland Security, U. S. Immigration and Customers Enforcement, the FBI, and more. All of these agencies work together to keep our country balanced and in order. The Department of Homeland Security has the local, state, and federal agencies set to handle situations that involve natural disasters, acts of terrorism, and other types of disasters created by people. All agencies have a person who supports or recommends causes or policies that have to be enforced. These agencies are also provided with a point of contact for DHS in case of any situation arising that might involve them. With the law enforcement agencies working together, crime can be controlled and even prevented. I think if the police departments could be trained more on what the DHS does, maybe the relationship between them could become better. A way to build a better relationship would be to empower state and local agencies to have more power over things so in case of some type of terrorism or natural disaster, they will know what to do. Communication is a big factor in building the relationship between the agencies and DHS. If the right information is passed along the departments, this could allow for everyone to stay up-to-date with current crime and could possibly be prevented in the future, or help to better handle the situation once it happens. The relationship between law enforcement agencies and the people of our country needs to be improved as well. Many people do not realize what these officers go through. If a relationship bond could be formed with the people and the agencies, then that could also help for crimes to be stopped and prevented. Ensuring the safety of our country is what we need to focus on. There are too many crimes going on where it is basically our people against each other and that needs to stop. Dreaming Better Dreams Essay

There is no doubt everyone has dream. It is an experience that occurs during sleep. However, dreams are not only all about sleeping experience. We have dreams in life and these dreams are the things that we aspire to have, the status that we want to establish, or the kind of life that we long to have in the future. Thus, at times we are daydreaming that we are there, about to fulfill our dreams. In Mark twain’s The Mysterious Stranger Satan was mentioned as ghost standing at the behind the food processor and admiring a person’s lawn-mowing skills. It was not clear whether it was a dream but dream sometimes appears as one’s night mare. In the ensuing conversation between Satan and the person, Satan says â€Å"dream other dreams, and better† (120). Here, it was not clear whether Satan was advising the person to have a better ambition in life or he was just inciting a person to think of something beyond what he can do in order to make sin. But what ever is Satan’s intension, there is a truth in his statement. One should really have dreams life, a better dream. Dreams as some psychologist say are simply product of our imagination. They say, when we are asleep, our sub-conscious mind becomes active which us to dream dreams. No one likes bad dreams, but everyone enjoys good dreams. In dream, we can do anything that is impossible in real life and when we are awakened we regret that it was only a dream. The truth is we can dream a better dream that is not merely product of our subconscious mind when we are asleep. Our dreams can turn to reality if we could overcome anything that limits us. Our dreams can be fulfilled if we let all our strength, courage, strength, wisdom, and all our best efforts to pull together for a single purpose, achieving our better dreams in life. An ill Time to Laugh In the Bible, particularly in Ecclesiastes chapter 3, the writer states that â€Å"there is a time for everything in this life. There is â€Å"a time to be born and a time to die†, â€Å"a time to weep and a time to laugh. † This is true even today for most us. There is a proper time for everything. In the second prompt, the context tells us that â€Å"Satan laughs at Theodor and at Theodor’s sheepish neighbor who all throw stones at the hanged woman†(109). The scenario led us to think of something dreadful. We do not exactly why the woman was hanged perhaps she was caught in adultery, or that she was a witch but it looks like neighbors were against her who all throw stones at her while she was hanging dead. The only person conscientious of what is going on perhaps is Theodor. Theodor said to Satan, â€Å"It was ill time to laugh, for free and scoffing ways†¦brought him under suspicion. † Satan protested in this statement saying, â€Å"There spoke the race† â€Å"always ready it hasn’t got †¦ you have perception of humor, nothing more; a multitude of you possess that. This multitude sees the comic side of a thousand low-grade and trivial things-broad in-congruities, mainly: grotesqueries, absurdities, evokers of the horse-laugh† (109). There is something we can learn from this statement. Many people see only the comic side of the things around them or of the people they met and laugh at them. We tend to be evokers of the horse-laugh rather than objective in our judgment of anything that we see on others. Most of the time, we laugh at people even when it is an ill time to laugh. Perhaps, our problem is that we could hardly see when the right time to laugh on other people is. The best thing perhaps for us to avoid becoming evokers of horse-laugh is to always bear in mind the biblical statement, â€Å"there is a time weep and a time to die. † Reference Twain, Mark â€Å"The Mysterious Strangers†
